Windows media encoder performance problem: CPU or Video card or memory or ??

I am posting this here, since I don't know which hardware element is the problem. I have am XP2000 with 256 meg memory, and a Radeon 8500 128 meg video card. I keep trying different settings, most all of them lockup during the second pass, but one worked, and it played back at about 10 fps. While encoding it only says I am getting 12-16 fps. This is for a mp2 one hour video, and the only thing I really want is 640x480 video and cd quality sound. Anybody ??

Did you want it in WMV format? Why not encode it to avi with virtualdub? Last night I encoded a hour long movie with virtual dub @ 30FPS 640x480 VBR4000 avg bitrate (6000 max/3000 min). Make sure you have the right drivers and no extra junk open on your desktop.
 
Edit. I found it using google. Thanks for the suggestion, I will try it tonight.
