I've heard that Windows MCE has to have certain hardware, specifically the graphics card, to run properly. As long as I put in a TV Tuner, I shouldn't need to worry about the graphics card, right?

This is what I would put in:

HIS Hightech ATI Radeon X800 XT PE
EVGA NVTV Single TV Tuner

^ Will those work together with MCE?

As long as the TV tuner is compatible with MCE, then the graphics card you have chosen will be fine. I believe Microsoft said you have to have better than a Radeon 9800 to use MCE.

You don't need a 9800+ to run MCE. You need a DX9 card. I have a 9600 in one machine and had a 9550 in it before that. I only went up to the 9600 for the DVI connection.
