All he needs (if he indeed has an open wifi to the internet) is a wifi router that supports "WISP" mode. Most Realtek-chipset router support that.

You can home-brew that with an Atheros-based router like a D-link DIR-615 C1 and flash with DD-WRT, then set up a "virtual wireless".
