Windows ME - Why drop box for shutdown?

Does anyone know why Windows ME changed to a drop box for shutdown options rather than the radio buttons used in 98? It is a trivial annoyance, but causes an extra keystroke, since it is about a 50-50 split for restarting versus shutdown. Just wondering, in the words of Phil Hartman - "What were they thinking?"

they were thinking, lets just change the gui so it looks like w2k so people think its better than 9x

Cause win ME is a big POS! Thats why, "looks like" 2k, but none of the stability or advanced options, heck they even took out a bunch of stuff compared to 98. Fast boot but it sucks overall
