I tried to upgrade from 98, yuck.

Go for a clean install. ( I know that one sucks, but hoping for some good pointers from you knowedgeable folks.)
 
The same tips that arose for Win95/98 still apply to WinME. There's not much more you can do with the exception of disabling stuff introduced with ME (system restore, etc.).
