I found the Microsoft page on this issue

http://support.microsoft.com/support/kb/articles/q273/0/17.ASP

"CAUSE
During the shutdown process, the contents of the virtual cache are written to the destination device. If the destination device is an Integrated Drive Electronics (IDE) hard disk, data may be written to the hard disk's onboard cache but not to the disk itself. When this occurs, the data is lost from the cache when the computer turns off."

It includes an update of this file
9/21/2000 2:46p 4.10.3002 185,910 Ifsmgr.vxd Windows Millennium
Edition

and this registry entry
"NOTE: For the updated Ifsmgr.vxd driver to add the necessary delay during shutdown, the following registry value is required. The CacheWriteDelay value specifies the number of milliseconds of required delay.

Start Registry Editor.

Locate and click the following key in the registry:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\CurrentVersion
On the Edit menu, click Add Value, and then add the following registry value:

Value Name: CacheWriteDelay
Data Type: REG_DWORD
Radix: Decimal
Value: 2000

Quit Registry Editor."
