WINDOWS IS STUCK AT "WELCOME" Screen

Well I messed up with pc a lot. I wanted to change the drive letter which would not let me do manualy through manager. So i went to regedit and changed it there. Because I had windows in D: disk and Other files in C: so I just switched them. After that my pc stuck at welcome. I also messed with boot.ini, I rebuilt it.
 
but I dont want to reinstall, cuz look, I had windows in D: disk and C:. I backedup all the data to D: disk and formated C: disk. Then I switched letter of hard drives so I have win in C: disk.BUt know which hard drive will I install? I will get the same thing. Cuz im not gonna install windows in C: cuz I will have another win in D: disk and the same pattern will happen again.

aw what the heck, I'm reinstalling windows right now. Even though it will take hours to setup all the drivers+ software and move all the files from disk to disk..
