Windows is lagging... help.

I've been getting spontaneous restarts for quite a while now. It has come to the point where my computer my restart 2-3 times in a 7-8 minute time span. To try to remedy this situation, I decided to reinstall windows in a vain hope of fixing my computer. Now, hoever, my scrolling is laggy in windows and dragging windows across the desk space causes the windows to lag around. In addition, and most annoyingly, it seems "overlay" mode in WMP 9 has been turned off somehow. Thus, my movies are laggy and clip often. Finally, I can't seem to alter my monitor's refresh rate like I could before the reinstallation.

What the hell happened?
 
If its an ATI card, you may need to un-install the drivers and reinstall them..

Make sure your using Catalyst 4.10 from ATI.com
 
Does sound like a video card driver problem. Try installing the latest motherboard drivers along with your video card drivers and see if that helps.
