Windows Installer

In Win2k, the windows installer starts anytime I start certain programs, such as any of the office programs, blubster, pupup killer, and many more. It will sit there for a little whiel, and then the program will start, except for office.

In office, it sits there for about 3 minutes, then says "The Windows Installer service could not be accessed. Please contact your support personnel to verify that the windows installer service is properly registered. "

I tried to disable the service, then renable it, but I only get "access denied." I have tried that as Administrator, and still no luck, even in safe mode. I even tried the Language patch, but even that gives me the error message.

Is there anything I can do short of reinstalling?
