Windows Installer question

I'm running an IBM server with Windows Server 2003. I've recently installed SP1 and many other updates to try and bring it up to speed. However I'm running into a problem when I try to install the .NET 2.0 update. It says "Windows Installer service could not be accessed. Contact your support personnel to verify that the Windows Installer service is properly registered." If go into services.msc it shows that Windows Installer is not running. I try to manually start it and I get this error: "The Windows Installer service on Local Computer started and then stopped. Some services stop automatically when they have no work to do, for example, the Performance Logs and Alerts service." Has anyone seen this before and if so do they have any suggestions?
