Windows Installer gone bad

It won't let me install DotNetFX or even TI Connect for my calculator.
I get an error complaining about the Windows Installer. I can't even installer
an updated Windows Installer because I "do not have access"

When in looking in services, I tried to turn on the Windows Installer and got this error:

Could not start the Windows Installer services on your Local Computer.
Error 997: Overlapped I/O operation is in progress.

How can I fix this?

Sounds like the installer process is already running. Look for it in task manager and kill the process. The service should be set to MANUAL. You do have admin privledges, right?
 
Yes I am the administrator and it will not show up under task manager. It'll probably be under one of the svchost, so at services.msc

..... it is on manual already, but I still can't fix it.
