Windows Installer gives me 2352 error when installing anything! -SOLVED

basically this computer will not install anything that requires windows installer. i can't install basic apps like itunes, i can't do windows updates (because of active x), and i can't install .net framework 2.0 update. has anyone seen this before? this computer had some malware. its completely clean now. please don't doubt this, trust me its clean. any windows installer fixes? thanks
 
ok, and how do i use this program? i don't want to select all and remove because then the programs won't uninstall. unless i don't understand this?

i feel like that program is to repair an install problem of a particular program...my problem happens with any program that uses windows installer.
 
figured it out. apparently the cabinet.dll file is supposed to be in c:\windows\system folder not the c:\I386 file where i originally found the file. i just cut and pasted it into system folder and everything works.
