Windows installer file-extracting utility?

I'm looking for a pc utility I used to be familiar with that runs installers to extracts files from them into a user-set location, without actually doing the installation. Anyone recall a utility to do this?

Love that one, I think 7-Zip will do it too or at least more Installshield executables than WinRAR does.

If you're talking about .msi files, I think msiexec itself can do it.
