Windows in my Win XP Recycle Bin?

Windows is in my Recycle bin. If the bin shows no files and I hit empty recycle bin a dialogue box comes up to ask " Are you sure you want to delete Windows"? If there are 3 files in there and I go to empty the bin , it asks if I am sure I want to delete all 4 files? What is the deal?
