I found out from trial and error that the windows acquisition service (WIA) would cause game stuttering if my officejet would be turned off or go to low power mode. I guess the WIA service would be serching for the officejet unit and the resources to keep looking for it would cause the cpu use to increase every few seconds briefly. I turned off the wia service and the problem stopped.
I was wondering if anyone else has had a similar problem. It's not a big deal to turn wia on each time I need to scan something which isn't very often, but is there another solution. Is there a setting for wia that would not make it use resources like it does with it can't find the officejet.
