Windows Icons randomly changing colors

I'm not sure what I installed that did it, but after a reboot my icons turned very strange colors - the IE icon is orange and baby blue, SANDRA is green, my Winamp files are purple, etc...
I'm running Windows 98SE, and it's pretty freshly formatted. Any ideas?
 
only thing that changes is icon colors?

try downloading tweak ui from download.com and doing a repair of the icon files
