windows hangs after welcome screen

A friend brought over his laptop and it's really annoying me. Basically it works just fine, however when you boot it up, it'll get to the welcome screen, play the usual windows startup music, and then hang there for a little bit. After a while of doing nothing, it'll just go straight to the desktop wallpaper, but without a start bar, or desktop icons or anything.

When I bring up the task manager, it's got explorer.exe loaded but if I end the process manually and then restart it with the run command, it'll load just fine.

Does anyone know what might be causing this? It DOES eventually load if you let it sit long enough, but it's a real pain.

Basic specs, dell xps m140 laptop, windows XP MCE. 1gb ram. Pentium M 1.7ghz
