Windows freezes when loading on cold boot

I have a PC with XP and Windows 7 ultimate x64 dual booted. My problem is that whenever you turn it on, XP or 7, it freezes when loading. On XP, the XP boot screen is dim and on Windows 7, it freezes with the moving logo. If I reboot it when it freezes, XP will ask if I want to start in safemode or whatever. I'll select normal and it will work. On windows 7, it will ask if I want to start startup recovery. I will choose normal startup and it will work. Basically it'll only work on the second boot.

P5K-E motherboard
Q6600 w/ Intel fan (stock speed, idle 26C)
2GB DDR2 ADATA RAM
300GB WD Raptor SATA
Nvidia GeForce 7300GT
Hauppauge 44001 TV Tuner
LG Lightscribe DVD Burner IDE
 
Did it just start happening or has it happened since you did the dual boot?
Possibility your pc is getting confused on which way to turn when it first starts up.
