Windows freezes every other login

So on every other login windows freezes...after I log in it will just sit there...the cursor moves but the only thing that comes up is my wallpaper. If I try to shut the computer down explorer.exe is the process which won't shut down. Any suggestions on how to find the cause of this problem?
