Windows Firewall won't stay on

I have a vista home premium pc that is set up for general work and as a media center pc. I have an xbox 360 that I use as a media extender connected to our LCD TV. I have Norton Internet Security Suite 2009 but I have the Norton firewall disabled and have the windows firewall enabled. I did this after having lots of connection problems with the xbox and reading on several forums that Norton's firewall didn't get along well with media extenders. It has been running like this without problems for about 2 months.

I just bought a netgear 8 port gigabit switch to connect to my Asus wl-500gp v2 router. Since I have connected the switch windows firewall won't stay enabled. When I start the computer I get a security warning that both firewalls are disabled. I enable the Vista firewall. But the next time I shut the pc down and reboot I get the same message and have to manually enable the firewall.

I don't know what the switch may be doing, if anything. There are no drivers, no software, it's just plug and play. It may be that the firewall problem is not related to the switch but I have no clue right now what to do.

Can anyone help me?
 
Maybe check that the Base Filtering Engine service is set to auto? It might be set to manual, and only gets started after the Security Center complains about it.
 
base filtering engine is set to automatic...

and it keeps doing the same thing, every startup all firewalls are disabled...

Why?

I can't imagine anything other than a virus unless it's a software program disabling Windows firewall when it detects it's behind a router. It can't hurt to try.

Happened to a friend running XP Pro SP3. Security Center kept telling him that the firewall was disabled. He tried to enable it and he couldn't.

Booting to Safe Mode, and attempting to install and run Malwarebytes failed. It would install, but it refused to run when double-clicking the icon. Attempting to install SuperAntiSpyware resulted in app crashes.

I nuked the machine and installed Windows 7. I can only assume that it got some sort of nasty virus.
 
Cornficker wants to keep port 445 open, therefore it's desire for the firewall to remain disabled. The first thing you do when you suspect a virus is to check the programs that launch at startup. Chances are a maleware will affect you in the run portions buried with the registry. And the majority of viruses today persist inside of system restore. Luckily once you troubleshoot a few you can pretty well nail down most viruses.
 
Thanks for all the replies. I've contacted Symantec and after doing some testing with the 2009 internet suite I don't think I have the conficker virus. I'm going to keep monitoring, checking things out. So far nothing major pops up.
