Windows firewall software for the power user

I know this is a terrible question, but I'm looking for a windows firewall I used to use, or a similar replacement. It was spartan, no real gui so to speak of, nothing popping up 100 boxes a day. I seem to recall a screen where I was able to type very similar to IPF rules into it.

It was fantastic, in a few quick minutes I had no outbound filtering and was able to create inbound rules I wanted.

I know thast a terrible description, but any leads would be great 😀
 
What's wrong with the built-in Windows firewall? It doesn't take IPF rules but it should work just fine.
