Windows feezes at loading screen while booting up

Hey guys. I built my first PC a couple of days ago and im having some problems with Windows xp home with service pack 2. Somtimes, not always, the pc would take like 5 min just to get past the part where the little blue dots move accross the bar. It does this about every other time i boot my pc and its annoying me. If u guys know what could be the cause of this, PLEASE tell me. Also keep in mind that this is my first build so it might be something completely stupid, so tell me anything because that might be why. My setup is below. Thanks in advance.
 
You have any antivirus program that could be possibly scanning your WHOLE hard drive loading up on various restarts? If not make sure you don't have a heat issue with your processor. That processor you are using runs extemely hot and requires excellent cooling. When I build systems using that processor I usually ditch the Retail fan in favor of an aftermarket one such as Zalman.

my antivirus is notron antivirus 2006 but i don't think it is causing it, but i will check. also my CPU runs at 45 Celcius and i don't think that this is hot for a P4. Also it freezes even when i boot after the PC was off for hours, so i don't think its the heat either. Thanks for ur response and i will check the antivirus if it is scanning at startup.
 
i've had a problem similar to this before. Go to RUN and type (MSconfig) and shut down all unessasary startup programs. and the restart and see if that fixes the problem.
