windows fails to boot notmally unless i restore a registry.

I don't know what the deal is here, but whenever I shutdown my comp and reboot, windows freezes on the win 98 logo screen. I then found the only way to make it boot is to go to command prompt and do a scanreg restore. I ran the system file checker and registry scanner and the file checker just found one damaged file, it's setup .dll or something along those lines. It also said the registry was fine. Now can there be something that's just messing with my registry on shutdown that messes it up? I've run norton's and it detects no virii and yeah the definitions are up to date. Remember when replying that I'm not a total dimwit, so as much as i appreiate efforts to help me out, please don't reply with something like "have you checked to see if any fans aren't working or if all plugs are seated correctly?". God that's annoying.
 
If you can boot into safe mode, remove duplicates noted in device manager; i.e. if there are 2 monitors and you're only using 1, remove both entries. Also check these:

Start/Run/Msinfo32/Hardware Resources
Start/Run/Msinfo32/Components/Problem Devices
Start/Run/ASD

And you could check the bootlog.txt after enabling it on startup (bootlog analyzer is best for this)
