Windows Explorer opening at startup

On a fresh install of Windows XP I am having a problem where Windows Explorer is opening everytime upon startup. It's always directed at Program Files>ATI also. This began after I installed some of the Radeon Catalyst drivers and control panel. I've gone through the Startup folder, Msconfig, Regedit startup entries, all showing nothing relating to this. Normally I would just close all instances of Windows Explorer when booting the system and it would not appear on reboot, but this does not work in this case.

Any ideas?

Create Separate Processes for the Desktop and Explorer

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
Value Name: DesktopProcess
Data Type: REG_DWORD (DWORD Value)
Value Data: (1 = Separate Process, 0 = Default)

Create a new DWORD value, or modify the existing value, called 'DesktopProcess' and edit the value according to the settings above. Exit your registry, you may need to restart or log out of Windows for the change to take effect.
