Windows errors

when i click on start-->programs

I only get "(empty)"

So i copy the files from another user and I just get "(empty)".

I try and install a program and I get
"could not acces %userprofile%\start menu\ programs"


This folder has many shortcuts in it:
C:\Documents and Settings\Me\Start Menu\Programs

What is going on?

Was that a legal windows install in the first place ??

yes it's a legal windows

All of my antispyware/antivirus is up to date.

Thats odd. When strange things happen to my Windows I like to backup and format.
