Windows Error! Shell32.dll ACCESS DENIED

what does this mean? My friend said she gets this when she tries to install/uninstall..go into anything in the control panel..and if she clicks properties on the desktop.

She has Windows XP with Antivir and Comodo firewall
 
Its the Comodo firewall. Disable the firewall for a moment to verify that you can access those applications. You should be able to. After you have verified thats the problem, then find the Comodo list of applications and permissions to set them accordingly.

Also, is your friend logged in as Administrator?
