Windows doesnt see USB mouse on start-up...

I am running Windows 98 and the mouse I am using is a MicroInnovations USB optical mouse.
During post, the mouse is on but when Window's start-up screen appears the mouse turns off. This only happens when the mouse is plugged into one
of the two USB ports on the motherboard. If it is in one of the two extra USB ports it works fine.
At first I thought the problem was hardware, but when I boot into Linux there is no problem.

I am lost for ideas. I have reinstalled USB drivers and mouse drivers without success. I went thru BIOS and made sure that USB mouse was enabled.
What is going on? I have never had this problem before.

USB can be flaky . . . with arbitrary disconnects in 98. Try booting and loading 98 w/o it plugged in and then when it is up and running, hot plug it.

 
That doesnt work. Windows will not see the mouse in either of the two USB ports on the motherboard. I have to plug it into one of the extra USB ports, let
Windows recognize it, and then I can move the mouse to any USB port I want.

This problem started when I was overclocking my multiplier and clock speed. I returned to defaults hopeing that overclocking was the problem, but it
wasn't.
 
USB and Win98 are often very flaky. Go with what works. You might try setting all your BIOS and clocking setting to the "Safe Default" mode and try from there. Evidently the overclocking left some residual effect in your USB circuit.

You can also try REMOVING those USB ports and see if they get "found" on reboot.
