Windows doesn't detect my external hard drive

I bought a new Seagate ST9320421ASG 2.5" drive. Put it inside my coolmax enclosure and plugged it in via usb cable. Nothing happens. I can hear the drive working but windows doesn't detect it at all even under disk management and even the diskwizard progam. Everything's turned on in my bios and all the usb ports work. Any suggestions???
 
Not detected in bios. Ended up pluging it into my fathers computer and it wouldn't find it but made the noise like it was connected but still wasn't seen. Tried a different port and it found it. Strange. Going to try it again later on my computer. Maybe my motherboard (Epox 4g4a) is too old or something.
