Windows directory open at startup

I've been recently having a problem of sorts, at the startup of Windows, the Windows directory folder has been opening up. This was not like this a day or two ago. I was wondering if there was any way to sort this out. By the way, the OS is Win98se (I don't laugh, I know I know, this computer is pretty old--AMD 450, and don't have the time or need for another right now).
 
Try running MSConfig and seeing if it is in the startup key for the registry. I've seen that before and it will cause the folder to open on every reboot.

Go to the registry under HKLM then go to Software/microsoft/windows/current version/run

See if there is a key there that is actually blank. If there is...delete it.
