Windows dial-up networking

My family laptops connect (wireless) to old WinME server for file-sharing and printing.
I also have VNC server running on WinME so I can manage other shared services.

Using the LAN, all works well.

I added "dial-up networking" to old WinME along with a v90 modem so I could perform remote admin via my cell-phone-modem. ( there are no carrier charges from cell-phone to home )

Problem: I cannot get XP to connect to WinME via the "dial-up server".
I have fiddled with options, passwords, etc, and still get
"windows unable to connect....username & password"

Am I on the "bleeding edge" ? Maybe I'll try the old Win95 laptop.
Any help is appreciated.

Regular v90 modem does not get connected to through the Internet but rather gets a private call through the Tel. line.

Your Cell phone Modem, is it a real dialup, or it get just get you to the Internet?

Doc 139710 says: "The common protocol can be either NetBEUI or IPX/SPX-compatible."
My dial-up-server-type is set to "PPP", the other choice is the infamous "default".
--- pause --- am I working on the wrong problem ?
The document speaks of a server being a workgroup file/printer sharer ... i.e. MS Networking.
I want the dial-up for VNC<->VNC connection only. (No dial-up sharing).
Your help is appreciated.
