Windows "Desktop Error" !!!!HELP!!!!

When I put a music cd in the cdrom I get this Desktop Error: Windows cannot access the specified device, or file. You may not have the appropriate permission to access the item.
Also if you play a game that needs two cds, and during the game it ask for the second cd, it will not read the second cd, so you cannot continue the game. Any help would be great.
