windows can't recognize video RAM w/ geforce3

Hey all, i have a very dissapointing problem that i hope someone has some ideas about. Basically, windows cannot recognize the fact that my geforce3 ti200 has 64 megs of RAM (thinks there are only 16). It claims there are only 16 megs of video ram in the "adapter" tab of the advanced display options and in dxdiag.exe. But in the special nvidia settings under advanced display settings, Nvidia claims that there actually are 64 megs of ram. A 3rd party program and some snooping in the registry confirms the 64 meg reading. Yet windows thinks its only 16 megs...

Now i wouldnt be wasting your time about this seemingly minor problem if there were no consequences to it. The consequence is that some games (namely GTA Vice City) check with windows as to whether or not you have 32 megs of video ram (which i do!). When those games find out (incorrectly) from windows that i only have 16 megs of video ram, they act pissed and refuse to run. Please help me solve this problem. Many thanks.

Oh, i have tried the following drivers: 44.03, and 41.72. 21.83 doesn't work on my system for some reason, fyi.

wierd, uninstall all display drivers, use driver cleaner, disable antivirus and install 44.03s
