windows can't launch programs?

I have a computer and all of a sudden I can't launch programs in windows (well some programs like excel work but others like aim, norton etc don't). When I launch it I can see it when I ctrl+alt+del but the program isn't showing up anywhere. Any tips for fixing it? It happened around the time that a scratched cd crashed my computer. When I rebooted it started giving me problems.
