"Windows cannot reboot the registry"

I have a friend who seems to be able to stuff up her computer on at least a weekly basis. But I can't figure this one out.

It says that "Windows cannot reboot the registry". She was about to do something to the registry!! :Q lol

She also says it asks her to reboot to command prompt. She hasn't the foggiest of what to do there either.

Does anyone know what the problem may be?
