Windows basic decompilation software.. Need to edit UI pictures, icons, etc..

A few years ago, I had a basic Windows exe/dll editing software that let me change the user interface and icons in most windows programs. After I would make the change to the exe/dll, I could compile it and execute and it would run fine.

I can't for the life of me remember what the program was called. Anyone have any ideas? Essentially, it was a bitmap, icon, and hex editor all in one.

Oh ya, it was a freeware program.
