windows attributes problems

When i make a folder in explorer its read-only by default, and when i check read-only off, it still remains read-only the next time I check the properties.

Trying to finish a java lab and this is making it difficult.

Is this typical behavior for windows? Is there a way to make the folders not read-only?

Thanks
jason
