Windows annoying hotkey?

This has happened to me randomly a few years back. I just restarted windows and it was fine. It happened again recently and now I just want to know how to disable it.

seems like they're built - in windows hot keys that work no matter what application is open. anyone find a solution to this?
 
maybe your windows key is stuck. sometimes my ctrl/alt/shift buttons get stuck and everything comes out funny. maybe your windows key is stuck and causing r and f to start stuff. personally, i use windows-r and -f a lot, along with -d.

try pressing the windows key to see if that turns of the stuckness.
 
I'm pretty sure it isn't the windows key being stuck. I used the window key to restart the computer (window key -> shut down (u) -> restart (r)) but once i hit r i get the run dialog again. *shrug*
