After getting a new motherboard and a reformat of my hard drive, I installed Windows 98. All is well until it gets to the detecting plug and play hardware and the mouse pointer begins to lag when moved. This lag ( or stuttering ) is very evident when installing programs in Windows. During a large install it will completely stop for a few seconds then start again, making it take quite a long time. My framerate drops very low ( under 20 fps, rarely under 10) in certain games like quake 3. This framerate drop isnt constant but happens enough to be very annoying in counterstrike or urbanterror. All DMA boxes are checked. Same results with Bios defaults or user defined. Heres a list of the specs of the system.
