Windows 98SE disc...

Is the windows 98SE disc bootable with out the floppy boot disc? I've been having issues with my windows 98SE disc, and I've been imaging it and trying to burn it to a disc before it becomes a complete coaster and while it burns fine and I can read the files on it, it appears it doesn't want to self boot. I've tried booting from the disc directly, the burnt disc directly, another separately burnt disc directly but it all fails so I'm wondering now, does the windows 98SE disc support booting to it's self directly with out a boot floppy? Where is boot information stored on a disc, is it in the beginning or end of the disc?
