Windows 98 won't install driver?

I had Roadrunner brought to the house today and got a self install kit with a USB modem. I am having a problem with the first step in that Windows 98SE won't accept the drivers for the USB modem, and I have 2 cd's with these drivers - no go. Anyone have an idea of what could possibly be going on here?
