Um,
Windows 98 doesn't natively offer a system restore.
What exactly are you trying to do, and why, and what is on your hdd at the moment, and what is in your case at the moment?
Ie, what hardware? what software? Whats the problem?

If you want to restore to an earlier registry in Win98:

Boot the PC and hit F8 BEFORE the splash screen comes up.
This will get the boot menu and select "Command Prompt Only".
At the prompt type "scanreg /restore" without the quotation marks.
Select a date before the problems began and restore.

When win98se fouls up and you don't wanna reformat. Just install again over top of existing install.

But if you do install over the top of the previous installation, Windows 98 will want to install to a different directory, probably something like C:\Windows.000 or some such.

So, when you see the box that says Windows will be installed in the c:\Windows.000 folder, just delete the zeroes and the period, so it reads C:\Windows and it will be fine.

Then, you will have to go back to Windows Update and download all the updates all over again.

If you don't change the path from C:\Windows.000 to C:\Windows in the box provided, you will have to reinstall all programs and settings, and you'll have two versions of Windows on the drive. It will be a mess.

Why is the hdd not booting at all?
Is there supposed to be an OS on it?
What happened to make it non bootable?
