windows 98 system policy set up on a windows2000 domain

Hi guys!
What is the best way to setup system policy in a windows2000 domain for win98 computers?
I use group policy for 2000 pro client and use system policy for NT clients, they all work fine. I tried to make a config.pol and saved to sysvol folder on my domain controler, but my win98 clients are not picking up the policy settings.
