windows 98 safe mode

Need help with the safe mode windows 98. windows will not intall properly. Cannot change color settings or print. Scan disk says everything is fine. What is the problem?
 
safe mode? you want to go into safe mode?

you can't install windows while running safe mode... maybe that's what you want to know?
