Windows 98 keeps resting itself

My windows 98 keeps resting itself and I can't load my win98 cd from my Cd drive to reinstall (it's a DVD drive actually) though the drivers are loaded for it.
What can I do.
The 'scanreg' thing did not work.

Oh I am sorry I miss-typed.
It's re-setting.It's a sony laptop f270.
I ran scandisk and it said that the space of drive c was wrongly reported and it apparently fixed it but then it keeps on re-setting itself again.
