Windows 98 doesn't recognize cd-rom drive...

I have a Memorex 48X CD-ROM, number CD-482E. I put the drive in on the secondary IDE channel as the master. Windows 98SE reconizes the drive as a standard ATAPI CD-ROM and installs the generic driver. The drive works when first installed, but on subsequent restarts, the drive is never ready and can't be accessed. It still shows up as a drive in Explorer, but when you try to access a CD in it, it says it is not available.

I have been unable to find a driver for Windows 98 for this cd-rom. Does anyone have any ideas about why this is happening?
