While I think that simplifying the output of CHKDSK isn't a bad idea (ie. having a total percentage of progress rather than a per-phase percentage), having it sit on 27% for at least half an hour isn't very helpful!
It reminds me of what I call "the 11% bug" in (IIRC) Vista's CHKDSK whereby the free space check percentage would stick at 11% despite the number of clusters checked against the number in total shows that it's way past 11%, then the check concludes successfully/normally.
