EDIT - i think only AMD cards support 8.1 so after checking the sig of OP that may not help you in your case.
I thought Johan Andersson said there were some DX11.2 optimizations that are 8.1 only but can't recall the article for sure. Ask him on twitter @repi he will probably answer. he is on twitter 24/7

AMD, nVidia, Intel all supports Windows 8.1....
It's only AMD on the Dx 11.2.

Wrong MS has clearly said that any Dx11 card will support Dx11.2.AMD is just doing marketing by showing they support dx11.2 nothing else.Mean to say amd only on 11.2
bf4 benefits from dx11.1, so windows 8 will be faster than windows 7.
the benefits are from software only, you don't need dx11.1 hardware. So even the radeon 5000 series and fermi cards should benefit afaik.
as for windows 8.1, why not.
