Windows 8 - Setup did not ask for new user

Clean installed Windows 8 and on first boot, it popup dialog to reboot because files were corrupt. I ended up doing a repair of the OS and finally got into the splash screen and to enter user account info. The problem ... i never set a user account.

Since i didn't create a user name/pass, admin login is hidden by default, what's my next step?
 
That's a damn fine question....I don't know. The user setup is performed in that initial "let's get started" wizard when you first boot in. When you boot to the startup screen, does it just show a blank screen with no user accounts to log into?

it shows the splash screen of Seattle and date/time, click to bring up the login screen.

It wasn't worth troubleshooting, so i just reinstalled the OS.
