Windows 8 power options not actually turning the monitor off

This is a stupid problem I'm having with Windows 8 which makes absolutely no sense to me. I normally have my computer set for 10 minutes till screensaver and then 15 till the monitor turns off. Sounds good right? Well, apparently in Windows 8, when the monitor "turns off", they just make it a black screen. Before, it would power my monitor down and put it into a standby mode of sorts. Now, it just fades to black and leaves the monitor on whilst still using it's backlight.

Has anyone else noticed this? If so, do you know of anyway to adjust this? Is this maybe just a bug for my system?

If you set up the power options to be 1 minute till the display turns off and wait, what exactly happens to you guys? It's upsetting to me that I wake up or come back, and it's a black screen.

EDIT: I even tried this tool to see if it were an error or if that's how Windows 8 manages power now, and it's exactly the same. The way Windows 8 seems to be set up is that it goes to a black screen... How the hell do I change that?

I'm using the Enterprise Evaluation and both my displays are definitely going into standby mode.

I think I might have figured it out. Apparently, Splashtop was causing the problem. I disabled it and it still did it, and then I uninstalled it completely. I'll leave it uninstalled till it gets fixed.
