I ran into this problem for the first time today on one of my own computers. I routinely change my passphrase for WPA2 in my router.
Once I did Windows 8 wouldn't connect. So I went looking for Manage Wireless Networks in Network and Sharing Center and it wasn't there.
I didn't let Windows try and fix it so I don't know if it would have.
I found you can manage wireless networks at the command prompt. WTF?
So I found this little utility for free. WiFi Profile Manager:
